Julia Cooper, joined Xebec in 2017 and serves as Senior Vice President, Chief Corporate Counsel & Chief Compliance Officer. Ms. Cooper is responsible for the Company’s corporate governance and regulatory compliance and is involved in the structuring and execution of corporate transactions for Xebec Holdings, LLC, Xebec Logistics Trust, LP, and the Company’s other affiliated entities.

Prior to joining Xebec, Ms. Cooper practiced in the General Counsel’s office of Health Net, Inc. (HNT) from 2004 to 2015, where she advised Health Net’s Board of Directors and senior management across multiple departments on a wide range of complex legal matters, including corporate governance, securities laws and executive compensation. Ms. Cooper was also involved in Health Net’s corporate transactions, including acquisitions, divestitures, joint ventures and various vendor contracts. Prior to joining Health Net, from 1999 to 2004, Ms. Cooper was an associate in the Los Angeles office of Latham & Watkins, LLP where she represented sponsors in raising private equity funds, companies and investors in the private issuance of equity securities, buyers and sellers in private and public mergers and acquisitions, and corporate governance matters. From 1998 to 1999, Ms. Cooper served as a law clerk to the Honorable Ronald S.W. Lew of the United States District Court, Central District of California.

Ms. Cooper attended California State University, Chico, where she received a Bachelor’s of Science degree in 1991 (Dean’s List) and attended the UCLA School of Law where she received a Juris Doctor in 1998 (Order of the Coif) and published member of the UCLA Law Review. Ms. Cooper is a current member of the California State Bar.
